Parent Rights & Responsibilities in Special Education: NC Notice of Procedural Safeguards 

This handbook is designed to support families with the understanding of the rights and responsibilities specific to the special education process. Acronyms and terms often used in special education and resources can be found in the appendices. 

If, at any time, you suspect your student may have a disability and is in need of special education and/or related services, you may request an evaluation, in writing, to your student’s school principal, teacher, or Vance County Schools Exceptional Department. 

The below documents are resources available on the North Carolina Department of Public Instruction Exceptional Children Division.  These resources are intended to support parents in their understanding of some aspects of the special education process.

Have an Issue or Concern

  • Start at a child's school to see if your issue or concern can be resolved.
    • Teacher or Casemanger
    • Buliding Principal
  • If there is no resolution at the school level, contact the district special education office.
    • EC Program Specialist
    • EC Director
    • If necessary, Superintendent's Office

Exceptional Children's Assistant Center

ECAC helps parents navigate the special education system, know their rights, and use their voice. We provide information, support, training and resources to assist families caring for children with special needs from birth to age 26.
